CITY OF MILLEDGEVILLE JOB ANNOUNCEMENT
POSITION: Building Official
DEPARTMENT: Planning & Zoning/Inspections
JOB SUMMARY: This position is responsible for directing the operations of the
inspections and Planning & Zoning departments functions of the city.
ANNOUNCEMENT: Closes January 3, 2025
SALARY: Negotiable – Dependent upon experience.
MAJOR DUTIES: o Plans, directs, and coordinates departments activities, goals, and objectives, including developing policies and procedures, making recommendations concerning ordinance revisions, writing technical specifications, and reviewing daily work orders, reports, and records. o Prepares the department’s budgets, monitors expenditures under the current budget. o Ensures that Council adopts appropriate codes to ensure compliance with “best practices” to enable the departments to reduce liability risk to the city. o Oversees varies boards including Planning & Zoning, Board of Appeals, and HPC. o Delivers presentations to the Planning Commission, Council Members and various other boards, committees, and groups concerned with planning processes and issues. o Coordinates annexation activities. o Assist with updating Comprehensive Land Use Plan. o Maintains zoning map. o Interprets, enforces the provisions of applicable federal, state and local codes, laws, rules, regulations, specifications, standards, policies and procedures; reviews/interprets zoning and occupational license ordinances; initiates any action necessary to correct deviations or violations. o Enforces the City of Milledgeville Land Development Code. o Interprets and enforces city codes and ordinances related to new construction and existing residential, commercial, and industrial building and development structural safety; conducts sediment and erosion control inspections. o Reviews architectural drawings, electrical diagrams, law books, policy manuals, code books, and other documents. o Provides information and technical assistance concerning building codes; provides technical support; confers with contactors, architects and engineers concerning code interpretations; conducts pre-construction meetings with contractors; meets with property owners, developers, contractors, engineers, and architects. o Supervises records management; permitting applications and issuance; inspection and plan review activities; reviews construction plans for conformance with applicable codes; approves or denies requests for approval of alternate construction methods. o Assists in the adoption of new codes and ordinances; reviews additions to building codes; recommends code changes to local amendments. o Reads, interprets, and understands constructions plans, site plans, and construction related documents. o Enforces FEMA regulations.

KNOWLEDGE EQUIRED BY THE POSITION: o Federal, State and Local building codes and their applications to commercial, residential, and industrial building construction of plumbing, mechanical, electrical, energy, and handicap practices and principles. o Building industry’s municipal, regional, and state regulatory practices. o FEMA regulations and their application. o Federal, State and Local zoning and annexation regulations and their application. o Use of modern office equipment and various computer programs and applications, including
Microsoft Word, Excel, and Outlook. o Principles of budget development, evaluation, adherence, and forecasting. o Skill in reading maps, construction plans and blueprints.
PHYSICAL DEMANDS: The work is typically performed while intermittently sitting, standing, or stooping. The position requires walking, standing, bending, climbing, stooping, some unassisted lifting, carrying, pushing and/or pulling of moderately heavy objects.
SUPERVISORY AND MANAGEMENT RESPONSIBILITIES: The position has direct supervision over the inspector and planning & zoning technician/permit clerk.
MINIMUM QUALIFICATIONS: o High School Diploma, or G.E.D. with three (3) years of related construction or trades experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the position. o Valid State Driver’s License with acceptable motor vehicle record. o NPDES Certification or ability to obtain within 12 months of employment. o International Code Council (ICC) certification as certified building official or ability to obtain within 12 months of employment.
CERTIFICATION REQUIREMENTS: o Residential Building Inspection o Commercial Building Inspection o Building Plans Examiner o Electrical Inspection
Some deficiencies in certification may be considered with obtainment of required certificates within 12 months of employment.
